3.3 Water adsorbency (all types and classes). The water adsorbency ratio shall be a maximum of 1 g of water per gram of sorbent, when tested in accordance with ASTM F 726. The sorbents shall not sink below the water surface. Class 1 sorbents shall be tested only once.
3.4 Sorbent buoyancy. Less than 2 percent of the sorbent shall sink when tested in accordance with ASTM F 726.
3.5 Fire resistance. The sorbent in its unused dry state shall be rated as resistant to flammability when tested in accordance with ASTM D 1929.
3.6 Ignition temperature. The sorbent shall have a self-ignition temperature greater than 150 degrees Celsius (oC) when tested in accordance with ASTM D 1929.
3.7 Regulatory requirements. The offeror/contractor is encouraged to use recovered materials in accordance with Public Law 94-580 to the maximum extent practical.
4. Quality assurance provisions.
4.1 Contractor certification. The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics of this CID, and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices and is the same product offered for sale in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided under the provision of the contract.
4.2 Market Acceptability. The following market acceptability criteria are necessary to document the quality of the product to be provided under this CID.
4.2.1 The company producing the item must have been producing a product meeting the requirements of this CID, for at least 2 years.
4.2.2 The company must have sold 1000 units meeting this CID, in commercial marketplace over the past 2 years.
5. Packaging.
5.1 Preservation, packaging, packing, labeling, and marking. The packaging, packing, and marking shall be in accordance with ASTM D 3951.
