MIL-PRF-87260B(USAF)
3.
REQUIREMENTS
3.1 Qualification.
Material furnished under this specification shall be products that are authorized by the qualifying
activity for listing on the applicable qualified products list before contract award (see 4.3 and
6.3).
3.1.1 Re-qualification.
Before any change is made in the quality, composition, source of ingredients, or source of
supply of the final product, the manufacturer must contact the qualifying activity to determine if
re-qualification or partial re-qualification is required (see 6.3.1).
3.2 Materials.
The raw materials used in processing the material shall be of the highest quality, and standards
for commercially available products of this type shall be of the same formulation as that used in
the qualification test sample. The end product shall be flexible urethane foam which is suitable
for use in aircraft fuel tanks. The final product shall be a material that is inherently
electrostatically conductive. It shall be compatible with all materials found inside aircraft fuel
tanks and systems.
3.2.1 Product toxicological data and disposal.
Product toxicological data relating to the kit processing and end use, particularly by hot wire
thermal decomposition, shall be submitted in the qualification test report for review by an
appropriate military medical authority who will determine if any use restrictions exist relative to
the safety of personnel. In addition, available data relating to possible methods of disposal for
the foam material shall be provided. This includes both new material and material that has been
exposed to fuel in an aircraft fuel tank. For additional guidelines on the disposal of fuel cell
reticulated foams, consult ESC-TR-84-63.
3.2.2 Human exposure toxicology.
The material shall not pose a toxicity hazard to personnel who come in contact with the product.
Toxicological data substantiating its safety shall be provided along with the conductive material
composition for review by military medical authority to verify personnel safety. All proprietary
information shall be protected from disclosure in accordance with appropriate Federal
regulations.
3.2.3 Tracer elements.
A tracer element shall be incorporated into the material for identification purposes. The tracer
element shall be submitted to the qualifying activity for approval and shall be unique to each
vendor. The manufacturer shall also supply the analytical test procedure that can be used to
identify the tracer element.
